The Seventh Central Pay Commission
has submitted its report to the Government on 19.11.2015. The report broadly
covers the principles of Pay Determination and Pay Scales, Allowances and
Facilities for both Civilians and Defence Forces personnel, Pension and related
benefits, Pay Scales for specific posts in various Ministries, Departments, Regulatory
Bodies, employees of the Supreme Court of India, etc. The report will not only
affect millions of Government employees and pensioners but will also have wide
ranging repercussions in the public and private sectors. The report of the 7th
CPC makes a major departure from its predecessors, insofar as the pay
structured is concerned. The report while dispensing with the existing Pay
Bands and Grade Pays has suggested Pay Levels (which by and large correspond to
the existing grade pays with certain alignments). The Commission has proposed a
Pay Level Matrix for the purpose of pay fixation of the employees.
